This would have made a great episode of the original series (the premise actually came from an unfilmed TV script). As it is, it's a two-and-a-half-hour movie with 50 minutes worth of plot. The endless effects shots aren't even that nice to look at - it was made two years after Star Wars, for three times as much money, and yet it looks ten years older.
On the other hand, the musical score is excellent. It got a well-deserved Oscar nomination, and the main theme eventually became the title theme of The Next Generation, a much worthier addition to the Trek mythos.
