This is the third of a three movie series of Star Trek movies that started with Star Trek II. They needed to tie up the lose ends left by II and III and needed a story. So they came up with this save the whales story.
It turned out to be the most popular of all the Star Trek movies. Since most of the movie took place in 1980's San Francisco and had a story line with tongue in cheek humor, the non-Star Trek fans could enjoy the movie.
It's a fun movie with a light story with the typical moralizing. This time, "save the whales". The best Star Trek stories were morality plays based on current events. Of coarse the whales are actually thriving since the ban on whale hunting has been in effect for nearly 40 years now.
But that's why they call it science fiction. Time travel stories are always popular with Star Trek fans and the Star Trek writers usually do a good job with time travel stories. They went over board on the Enterprise TV show but that's another story.
They could have ended the Star Trek series with this movie. The actors started aging after this movie so all the rest of the movies with the original cast weren't as good as the first four movies.
