If this had been an episode of TNG, it would have been really good. As a movie, however, it just doesn't cut it. It has moments, and the concept wasn't the worst concept for an episode, but it just doesn't have what it takes to be seen as a great Star Trek movie.
The villain isn't compelling, the threat posed by the villain is never felt by the viewer, and the science is too far in the background. If any of these things were handled better, it would probably have been a decent movie, but without these things, it is just glorified episode.
