It's not that bad a film, but it's a major step down in quality for the series. I haven't seen much Star Trek on TV, but from what I've seen this just seems like an overly long episode of that.
What I didn't like was the humour it tried to introduce, because it was forced and not funny. The drama was way too forced as well, and it was unconvincing. I didn't like the high focus on Data, to me he's not THAT interesting, and didn't he play a major role in the previous film as well, why can't we get other characters.
The film's biggest problem is it's over emphasis on Special Effects, which weren't that very good at the time, and obviously aren't that good today. It's not quite the worst Star Trek film, because it's a million times better than Final Frontier.
