Errol Morris' major strength as a documentarian is that he seems to leave his opinions (if present) outside of the feature, and lets the viewer come to their own conclusions. This film is a perfect example of this approach - how much blame should have been given to the interviewees? Were they used as scapegoats so that their superiors wouldn't be reprimanded? It's quite a disturbing topic, obviously, and Morris does a superb job of presenting the facts.
I would have liked to see a summary at the end as to who was disciplined, and how (e.g. jail time?); otherwise, another great Errol Morris documentary.
