It has its movements, but ultimately what made the Naked Gun movies work is how natural the gags seemed to flow; in this film, there is a sense that the filmmakers are straining to replicate this, at the expense of any real plot direction.
Not a horrible movie, but burdened by the thought of how much better it could have been, and how much better its predecessors were.
