Incredibly inaccessible, full of unlikeable characters, and a giant mess. You have to give Kelly credit for being an original and ambitious filmmaker (and an SF one at that), but unfortunately this is just one ambitious project that doesn't come together at all.
It has some okay moments, and I liked the SF PKD in joke of the Policeman saying "Flow My Tears", but the film as a whole just doesn't work. Perhaps reading the prequel comics might aid the piece a little, but I can't imagine by much.
