Snow day is a sort of kids fantasy on what would happen on a snow day. It also is about a teenage first love experience. Surprising the girl looks almost identical to Harriet the Spy and it plays sort of like that.
With the over narration and sometimes stylistic choices. It has a certain appeal and is entertaining to watch. It is funny to look at nowadays. Overall, I would say it is a decent childrens film.
