Exactly what one would expect from the direct-to-DVD sequel of a mildly-entertaining-but-really-just-mediocre action film. The writing is bad, the acting is earnestly hopeful, the special effects terrible and the tone flops somewhere between ridiculous self-parody and stylized, honest action film.
Either way, it's bad, but dang it if I didn't have a good laugh watching it.
