The first part of the film, focusing on the evolution of the serial killer, is intriguing and well paced, but his transformation to costumed killer and the subsequent killing spree really jar tonally: it's unclear whether we should sympathise with Billy or fear him.
However, shouting nonsense like "Punish!" And "Naughty!" before his kills kind of defeats the purpose of the latter motive.
