Slow and tries to be a serious action movie with possible social and political commentary... however, falls short on everything. the sniper sequences were rather fun due to their fast pace and shows (somewhat) the more technical aspect of sniper shooting: the spotter.
.. however, many more movies do sniper sequences much much better, such as smokin' aces.
