I wanted to like it because of who was involved, but it was incredibly poorly executed; its only redeeming qualities are the song "Shock Treatment" and a very young Rik Mayall in very tight pants.
Also, it's aged badly. It looks so dated, where RHPS is completely timeless and could have been made yesterday (or in the fifties, for that matter).
