Not aggressively bad, but completely lifeless. It's a movie that cries out to be an R-rated bloodbath from its very bones, yet is content with providing a steady torrent of boring characters, nonstop cliches, and sharks attacking uninteresting people in uninteresting ways.
Donal Logue provides glimmers of hope that the movie might get better here and there, then gives it up when he's revealed as the villain. There is not a single reason to watch this.
