Though it was rushed into production (released just one year after the genre-busting original), Scream 2 was a shockingly good sequel--in my opinion, superior to the original for a few key reasons: More elaborate and suspenseful stalk-and-slash sequences, better set pieces, an appropriately over-the-top ending, winning commentary on sequels, and the best character development (at least for the returning characters) in the series.
Scream has the best opening (and best single scene, period), but in all other aspects I feel that Scream 2 edges out the first. If you didn't like the first one, this one isn't going to win you over; and if you blindly love the first one, this one will pale just because it wasn't first.
But it's smart, funny, suspenseful, and more than a worthy successor. As with the first one, the "whodunit" aspect is flimsy (though one part of the final reveal did surprise me the first time I saw this), but as a slasher/parody hybrid, it's top notch.
