Most believe that "Saw V" was when the series hit rock bottom. And while it doesn't compare to other, better "Saw" films, it still isn't terrible. The main game featuring 5 connected people is one of the best and most clever in the whole series.
But other than that, the story is a confusing, convoluted mess trying to do double duty of piecing together the back-story and progressing the plot forward. It falls a bit flat here, but it is still more interesting than "Saw III".
Parts of it seem a bit dull, but if you like the "Saw" movies, than you'll probably like this one. Just don't expect it to blow you away.
