The movie doesn't make much sense. Particularly troubling is that Herzog has a sophisticated understanding of environmental issues, and this movie obviously intends to be about desertification and pollution, but addresses these issues so superficially.
It is really hard to relate this bland movie to Herzog's ouvre.
