The Rush Hour movies are just one of those films. They aren't groundbreaking or terribly memorable in any way, shape or form.
They just act a bit of fun for when you want brainless cinema. And Jackie Chan and Chris Tucker are perfectly placed to bring that.
It's funny, it's got decent but not overly exciting action scenes, and you don't have to think while watching it.
It's just one of those films.
