It wasn't the PG-13 rating that killed this movie. It was the fect that the entire cast & crew worked as if this was a comedy with no jokes. Lazy direction, and the choice to turn Robo into a super hero makes things worse.
Not to discredit Frank Miller, but I don't think he realized that he was writing a movie, not a comic book. Still, it's closer to the original than the headache that was RoboCop 2.
