Surprised! Risen is not a biblical movie which is more about marketing than the actual message and the historical times of the bible. Risen's protagonist is a non believing Roman tribute (Clavius) who's mission is to find Jesus's body and stamp out the Christian movement.
Clavius believes in Roman power and views Christians as another treat to law and order. From the view of the Romans the viewer learns the gritty realism of the crucifixion, and the politics and brutality of the times.
(Basically Pilot sacrificed Jesus (innocent) to prevent unrest!) The viewer experiences Clavius metamorphosis from soldier to investigator. The portrayal of the disciples as different personalities with a common belief in Christ creates a believable interactions with Clavius and how Jesus's creation of the modern church started.
