4/10. Two New York Cops investigate a serial killer/vigilante who is set on killing offenders that fall through the net of the criminal justice system. A good story but this one is pretty slow and predictable.
It takes a long time to reach a climax that you have already worked out in the first half hour. Average performances from De Niro & Pacino who probably took on this role to pay off some bills.
