As the reviewer below cogently describes it: "a horror movie where the monster is caged and victimized for 90% of the movie." The MST3k version of the film includes many great jokes to this effect: "The Mengele Institute for Marine Biology" (where the Gill-Man is pointlessly electrocuted), and "The Charlton Heston Fish Locator" (which consists of a bunch of explosives).
