Not funny. Not scary. Not even as well made as 1, 2 & 3.
Here's the message from the film: "Getting high on drugs will turn you into a zombie." Literal in the movie; metaphorical social commentary.
Too bad you have to abuse multiple substances to even tolerate a viewing.
