It is a small, but significant decline in the franchise, with the problem again being that the film has great action sequences and explosions. This however, means nothing when your characters (even ones from the games) are unlikeable and flat out boring, and when your characters are boring you have nothing.
The film's eye candy is more important to the filmmakers than the plot and that's the problem with the RE film franchise. It smacks you over the head with visuals and forgets to be a film. If you are bored on a weekend I would recommend a rental, but don't expect anything from it other than a way to kill 2 hours.
