Certainly Resident Evil 2: Apocalypse is the best in the series. After him, the fall of a series of films and the final departure from communication with the game series began. 2 part already has at least some kind of plot and there is an intersection with the 2 game part.
The cast is not bad, and sometimes there is acting. It is a pity that Paul Anderson in the future only ruined the series.
