I can't say that it is as absolutely horrible as the critics claim, but it definitely isn't a good film. The characters aren't interesting (except maybe the main villain), the story is extremely simple (so are the songs, which try to complicate the story yet fail), and the end makes it all seem incomplete though the possibility of a sequel seems low (and if they made one it would most likely suck).
The Repo Man seemed like the coolest concept ever with his suit and killing abilities, but the fact that we learn who he is so early and that he is actually only officially seen in maybe three scenes fully costumed is a little bit of a disappointment, because it really was a cool character concept.
The good aspects of the film were some of the performances, particularly the main villain, played by Paul Sorvino. The visuals were also interesting and the gore was at least realistic. Though the cartoon/comic style was a little overdone, it was still what kept this movie from being totally horrible (even though those two brothers who are Sorvino's characters kids are annoying as hell). It isn't anywhere near as good as most good splatter films (like Takashi Miike films) but it at least is better than every single Saw sequel.
