Without any real focus on some aspect of the film and just a hodgepodge of rather uninteresting action scenes interspersed with bland dialogue and equally uninteresting and bland characters, it just doesn't feel like anywhere near what it should have been.
Because the characters are boring, there's no good reason to root for anyone in particular. Neither Depp nor Bale manage to salvage the writing and put any flavor into their characters, and the thrill of the cat-and-mouse chase isn't there, which is surprising for a Michael Mann film.
Disappointing.
