It's a decent enough concept, using a supernatural premise as a basis for social commentary, but the film jumps all over the place. It never seems to know what it wants to do with its protagonist. All the characters have hazy motives, don't act consistently and are written quite poorly.
The acting is pretty good, but they have nothing to work with. The score is completely overbearing and ruins any heartfelt moments there might be. And in any scene with more than three people, it's clear that the director doesn't know how to show human interaction well.
Powder is a clear case of poor execution.
