Swapping a water world for a waterless world Costner is again stranded in a padded out plot that requires heavy-handed exposition to get you up to speed and find that most of it doesn't actually matter.

At 3 hours it is more than an hour too long and it's that self-indulgence that marks the movie as thinking it has something worth saying over actually being fun to watch.
