I would like to think that anything in life can be improved upon by adding Steve Guttenberg to it which is why this film, the first after four Guttenberg pieces, falls so short. Oh, you can argue that the cliched stereotype officers (sound effects guy! hot woman! fat guy who throws airplane off course!) and the plot combo of smuggled jewels and the kidnapping of the Cmndt.
are so stupid that they hurt the film, but it's all about Steve's absence. Florida is a good change of scenery (Bubba Smith wrestles an alligator at one point) and the laughs are not completely moronic as they would be in six and seven but overall, this is about as good as you would expect the fifth movie in a series of well-meaning cop comedies to be.
