This is the last in the series to have Steve "The Bible" Guttenberg, but he goes out with a bang, AND a laugh! In a completely unfeasible yet highly inventive policy, the city puts normal citizens in the police force with minimal training by the wacky cops at the Police Academy.
Zany hijinks ensue, especially at the hands of that one old broad who stumbles on a fencing operation (she knows what it is because she watches Hill Street Blues. I love that.) The hot-air balloon at the end of the film was pretty rad too.
