Despite what they say, I found the unintentional hilarity to be completely ineffective, quite possibly because of the film's painfully slow pace and extreme lack of engagement. What further drives the film into the dirt is its lack of attention towards faults, such as bad acting, dialogue, effects, editing and score, all because of the atrocious directing by Ed Wood.
Ultimately, the flaws of "Plan 9 From Outer Space" may be amusing to some, but to me, stood out far too much to forgive, especially because of the film's agonizing dullness.
