I find this preferable to the previous sequels because, though maybe a bit more boring, it cut down on the X-Men effect, though not as much as it could have, and it didn't further retroactively cheapen the first film.
Depp, Rush, and McNally remain strong, and Penelope Cruz is a good replacement for Knightley as the female lead. The mermaids were also really really attractive. Beyond this, however, there is little good to be said.
The plot is somewhat uninteresting and disjointed.
