No, it's not the 4/10. It's honest 7/10.
It's not even near the first movie. And even not on the par of the second one.
But it's fun enjoyable and lighthearted, it perfectly watchable if you don't expect much from it.
My biggest issue with this movie is Jack Sparrow. He always was goofy and strange but still witty and smart and wins in the end _by design_.
Here he's just goofy and wins by pure luck. His wit is gone with the huge part of the charm.
