Much of the good will extended to the first "Pirates of the Caribbean" film was based on really low expectations. The other films based on Disneyworld attractions had been awful. This one wasn't and Johnny Depp's performance was still fresh.
None of that applies to the second film in the series, which does everything wrong that a mediocre sequel can. It not only brings back every last character it can from the first film (some for no goddamn reason), it throws in a bunch more leading to a plot packed with too many characters and side plots that goes on far too long.
