First of all, the acting is a true atrocity, an over-the-top, almost campy mess, lacking proper direction. The John Woo action works OK, but can't keep the film afloat. The plot is watered out, many of the items he has predicted he needs are used in ways that feels more like happenstance than pre-decided events.
It's a good idea, and probably a good short story by Philip K. Dick, ruined by irresponsible use of the main plot mechanic.
