Steven Seagal Vanity Project # 4 has Seagal as Brooklyn cop Gino Felino hunting down William Forsythes pyschotic crackhead after he kills Seagals partner. Oddly enough well Seagal brutalizes half of Brooklyn trying to find Forsythe for most of the movie Jerry Orbach and the rest of the NYPD seem to be making better progress.
Good for what it is.
