Why make a film about ninjas and then make every action scene virtually incomprehensible to watch? Yes, ninjas rely on darkness, but when every fight scene is dark and shot in rapid close ups, it becomes visual chaos.
The story takes way too long to get going. All the setup with Naomie Harris searching for ninjas is dull. And Rain just trains in his room for a half hour and remembers the past.
Throw in some stupid ninja magic crap and suddenly the fight scenes have no rules, so not only are they shot poorly, they have no internal logic. Characters can disappear at will, and then pop back at just the right moment to strike.
Blah.
