The action scenes are decent (spectacular, actually, considering the budget), but otherwise, the dialogue is laughably bad, the plotting is full of tired cliches, and the shots boring (though pretty - it's hard to make nature look bad).
It's propaganda, and makes no attempt to disguise it.
