It repeats some problems of the first Equestria Girls by having story elements that generally come across as cliche and the animation still isn't that much of a step-up from the show's but the writing and humor are much better (including better foreground and background references for fans of the show), character interactions are better, the new villain characters are more interesting (and even have humorous moments) and the songs are much more plentiful and catchier.

And while the story is still cliche and predictable, it comes across as much more entertaining than the first movie's. The movie also redeems the character Sunset Shimmer, that was introduced as a rather bland villain in the last movie, by giving her an interesting character arc where she seeks redemption for her past wrong-doings while still feeling insecure about herself and what others think of her; this is the best part of the movie and probably makes Sunset the most relatable, interesting and likable character of the bunch.

In general, while it occasionally suffers from some obvious toy promotion on Hasbro's part (as per usual for the company), this movie is way better than the first one and is sure to be entertaining to fans of the show both young and old.
