At once a brilliant black comedy about the shenanigans of a public institution, and on another hand a troubling fable about the dark side of humanity. This is the "Dr. Strangelove" of all the working-class comedies of the 70s-- these people's everyday life is a modern battlefield, and no wonder they're all a little crazy from it.
