It's amazing how little it takes to ruin a franchise. Two movies in and this one suddenly becomes a montage of the worst habits to come out of the '90s. A paper thin story that makes you wonder why the government doesn't step in a handle it all in one swoop.
The directing and score are horrid, and the characters are less than cartoonish...they just are.
