The events of this movie take place before the first... when Norris is still in a Vietnam P.O.W. camp. It's much more of the same so don't expect any surprises. Not bad but not really good either.
.. and is it just me or does Norris remind you of Seagal? Expressionless and the same voice ALL the time? It's kind of annoying.
