The hero wants to promote being oneself with social rights, the villain is consumed by envy and hatred. Such things find their way into larger agendas good and bad. Making systemic changes often leads to tragic playouts.
Penn does a good job showing that Milk struggled to keep his focus on individuals not politics. The movie is political in its mythicism though.
