The flaw in this film is that it doesn't make Harvey Milk as human as he needs to be and has a tendency to idolize. Sean Penn, vocally, is an amazing actor, but he seeming doesn't know what to do with his hands, which harms his effectiveness.
but the moments where Josh Brolin and Sean Penn go face to face make up for it.
