Bleurgh. Doesn't have an arc, Mesrin is already a hardened gangster by that point in his life, and nothing changes until he's off'ed - and we even already know how that happens (if you don't already know the story), because we see it in the first film.
This literally just watches like a series of deleted scenes that were deemed not important enough for inclusion in the first film - it just so happens that they're in chronological order because that part of his life doesn't tell a great story.
So instead of being clever about it and trying to avoid the massive pothole that so many biopics drive blindly into time and time again, they decided to dedicate a whole bloody film to said pothole. Bravo, fuckwipes!
