The true story about the hunt for South Korea's first serial killer who terrorizes a small town, set in the backdrop of abrutal military dictaorship. The local cops have no finances and are just interested in picking up anyone and beating a confession out of them.
This is until a young City cop arrives and the hunt for the killer intensifies. Disturbing, thrilling and actually very funny in parts.
