Tom Burton's attempt at a tongue in cheek B movie is just a bit crap really. If Danny Elfman's film score, which always sound the same as all the others he's ever done, doesn't annoy you then pathetic attempt at comedy will.
None of it seems to have been thought out very well, it just seems a platform for Jack Nicholson to pointlessly play two characters. Danny DeVito is grossly under used, but then there isn't much for him to do anyway.
