Many of this film's flaws can be attributed to its small budget and technical deficiencies. The story was sort of interesting, despite some scenes that clearly don't belong in the film and are just there for the sake of being there.
The creepy factor of this film can definitely be felt. That's about all the film has going for it, unfortunately.
