A great political and social satire. This film sampled just enough popular culture and tidbits of actual politicians and comedians that there were bits of reality weaved in to every character and every incident.
Agree with other reviews that it's mis-advertized as a comedy (though it is funny as it pokes fun at American politics). While obviously type-cast, Lewis Black is spot-on and Robin Williams is a great satirist.
