Plenty of laughs, and this is Robin Williams very much in his comfort zone. The conspiracy theory is daft, however any criticism that the film aspires in some way to fictionalise the world according to John Stewart and Stephen Colbert miss the comedy value in what is a funny, easy-watching film.
Christopher Walken is not used often enough (is never used often enough) and you've seen Robin Williams do this film 10 times before - but the jokes are good if you take the film for what it is.
